I had a felt roof put on my shed around a month ago,it was proper torch on two layer felt layed on to a ply surface but at the time we had so much rain and the felt was layed in semi wet conditions.On the underside of the ply decking it still feels really damp to the touch but being in a damp environment at the end of the garden surrounded by trees with no heat it'll take double the time to dry out do you think?I leave the windows open but the cold air coming in can't be helping

The underside of the roof will always be feeling or looking or actually be damp as it will experience condenstion
 
yes i suppose so.. i want to run a heated fan down there to help dry it all out do you think it would help?
