UPVC Hinge problems

Hi Had a shock of my life the other day.
Went to open my sons bedroom window, (fire escape window) to find that the securing screw which holds the bottom slider / hinge assembly to the frame has rusted through and sheared off.
Windows are only 4 years old, fitted by St Helens glass.
Cna anyone advise if I can get these screws seperate and where from, or do I have to change the hinge assembly.

No its not a velux window, a standard window.
windows open out side ways, hinged on outer edge, locking into the central frame.
was told when ordering that we had to have fire escape windows on the up stairs.
