decking questions

I have a roof garden with concrete paving slabs
water goes through slabs and somehow drains in the corner
if I want to deck it should I deck ontop of the slabs or pull them up and deck on the water proof membrane underneath?
do I still need to put down an anti-moss etc membrane?
since I need to leave gaps for the decking to expand how do I stop dirt etc falling in the gaps and building up?

Did you try resetting the RCD?

Or even un-blocking it if it is as I suspect a Rain Collection Device.

Maybe what he's got in the corner is a current drain.
