New flat roof

The top layer on my bathroom roof (flat roof covered with felt) has started to leak allowing water to run along the next layer and out under the facia boards. I've known for a while that its pretty much beyond repair and have been offered a quote of £650 to replace the roof. The roof is about 8.5m².

This work includes new boards with exterior ply and also putting in 50mm insulation boards. Then the usual three layers of felt.

Is there anything else I should be looking for? Also does this work need notifying to building control and should I be looking for any sort of paperwork with it if so?

an insurance backed guarantee should be sought from the contractor! but this depends what was agreed with them at the time.
 
Thanks. He's offering a 15 year guarantee with the work but just wanted to know if building regs. would need to be involved anywhere.
 
If you are renovating more than 24% of a building's thermally accountable fabric then it falls under reg's. If this were the case then you would need double the 50mm inso' board plus another 25mm between pressed up tight against the underside.

It's a smallish two bed terrace but the bathroom is fairly small and just shoved on the rear of the house.

Incidentally, the room at present gets very cold in winter so the existing insulation (assuming there is some) is obviously not upto scratch.
