Sealing gravel driveway?

OK - about 3 years ago we had our driveway "tar and chipped", so there is a layer of 10mm shingle stuck to the tarmac with some loose on top.

The trouble is that there is too much loose on top, and as we own a caravan it is a struggle to get grip while pushing out as it is on a slight incline. I also have a motorbike which is scary getting in an out.

I am tempted to sweep all the excess loose shingle off and leave the stuck stuff, however the tar never quite seems to set and can still feel sticky in the hot sun.

Is there a product out there that i use use to "seal" the chips if i sweep the excess, or do i need to start again?

Thx
