Downspout responsibility

I have recently noticed a rainwater downpipe on my property needs to be replaced. The confusion I have is the pipe only carries rainwater for the property next door and does not service my gutters due to how the properties are stepped down a hill. I need to understand who is responsible for the replacement of this downpipe before I replace it?

It is likely to be owned by the neighbour, but placed on your property by way of an easement or wayleave etc.

It would be for the neighbour to maintain, but if necessary failing that, you can maintain it if it is causing damage to your property and reclaim the costs. You can not remove it completely though

But for the sake of a £10 downpipe, you may as well do the work
