Who is responsible for the downpipe?

At the front of my terraced house there is a downpipe that discharges straight on to the public path. It seems to go straight down between our two houses, but not sure. Who is responsible for it?

at the moment with the cold weather the discharge is forming ice on the footpath. what would need to be done to put in a drain etc?

connecting the rwp into a soakaway would depend where the nearest pipe is located.
 
It is fairly typical to see, with terraced frontages, a recessed trough leading from the bottom of the down pipe and into the road gutter. Some troughs are completely submerged with metal grating or similar, others are a rudimentary shallow gutter formed into the pavement.

If it is shared then responsibility is equally shared.
