Agreed it is not a criminal offence to tamper but it is in breach of contract with you telephone service provider and can result in problems such as very expensive repairs and even loss of service.

A friend moving home at the weekend cannot have telephone service until an engineer can visit the house on Monday to investigate " discrepancies " found during line testing prior to a simple transfer of the existing service to him with a change of number. It has suggested that my friend may have to pay for "repairs" and then recover the costs from the previous owner.

Tampering which creates a hazard to life or property from which harm does result could result in criminal charges. It will incurr expensive charges from the telephone service provider for any work needed to remove the hazard whether or not it has caused harm.
 
it should be noted that it is illegal to tamper with the master from which the bt drop wire enters the property.
Every person at BT should know this and should never suggest you make any alterations yourself.

the idea of running one master NTE5 to another NTE5 does mean that you would still need to use the original NTE5 for testing broadband in case of any problems.
.. this is very true mate as everybody was well aware of before your late post..truth is it needed extending as it was in the ridiculous position of on the kitchen window! great place for a master bt! they should upgrade there customers and relocate it to a much better position imo..its done now so plenty of tea & biscuits when the engineer arrives :)
