No probable about it, thats deffo what they were for.

We put one back up last year, they are excellent for drying clothes indoors.

The bits are available on ebay, the wood from B&Q - sand/smooth it down to fit.
Add some rope and a hook to tie to.

If it's two wheels it's for a 'pulley' as pictured.

If it's 4 castors then upstairs are in danger of losing their pianoforte.
 
They're for a drier as mentioned the '3rd' pully against the wall is to keep the rope you pull neatly out the way against the wall
 
There would also be one of these on the wall (although possibly gone by now)

Don`t be tempted to use it - the place will fill with condensation
 
We used to call it a "Rack", most were held by clothes line, lower it down, load it with damp washing, & hoist it back up.
