Growing grass over old asphalt...help!

Our backyard used to be used as a parking lot and we attempted to cover it with a layer of about 4 inches of dirt to grow grass. The grass grew in some areas but died in the majority of it. Where there is still grass, there is a lot of moss. Is there a way to solve this without excavating and removing the old asphalt? We are trying to do this on a very tight budget and thought someone might have some suggestions. Thanks for reading and your help!!

I would guess, as a minimum, that you'd have to make drainage holes in the asphalt. Your moss indicates no drainage.
 
I'd second the drainage point. Use a stake and lump hammer or garden fork. What about another 4" of soil? Anything you do it will be labour intensive. Good luck
