Yeah things look different in that second pic, can you lift that section of laminate under the rad?
If you do that and lift the board below it you'll often find there's enough movement in the pipes to elongate the hole in the board and pull the pipe over to where it needs to be.

Thanks I'll try that. If I've not got enough movement in the pipe will I get away with cutting then extending the pipe and then doing the bending thing?

Once you've gone to the trouble of exposing the below floor pipework, you can make any alterations that may need doing under floor.
If you're lucky there will be enough movement to pull it over, and enough vertical movement to allow you to just cut the damaged bit off and pull it up.
