How effective is sand joint stabiliser?

What results should I expect from using this?

After leaving fresh kiln dried sand to compact over a couple of weeks I applied some sand joint stabiliser which I bought off ebay.

Mixed as per the instructions, I was expecting it to turn the sand rock hard but instead its just firmed it up a little. I gave it a second going over but its much the same.

Is this the best I can expect or have I bought snake oil?

Were the blocks compacted after the joints were filled?

Never had a problem with joint stabilisers unless the wrong grade of sand was used when jointing or the jointing sand was not compacted

Jointing sand was left for two weeks before being topped up, then the stabiliser was added.

I spoke with the manufacturer and they said it should be soft enough to stick your finger nail in but other than that its pretty solid.

I'll have another go! Cheers.
