Question about towel warmer

As far as I can tell I have a hydronic towel warmer as there appears to be pipes connecting to the wall and values at the bottom. However there also appears to be an electronic element inside as well. Based on the photo can somebody tell me what type of towel warmer I have?

Previously the towel warmer only came on when switched on but now it seems to be on all the time regardless if it is switched on and if the central heating is on and maybe draining heating from another radiator that has stopped working

It's a normal towel rail with an electrical element.

In the summer you use the electric to just heat the rail to warm towels.
In the winter it acts like a normal radiator and heats when the hearing is on.
