Double glazing

I am having Double glazing fitted and usually leave the professionals to get on with the job, but I did notice that when the frames were fitted they left the old ( loose ) mortar in place and put the frames on top. Is this ok? Or should they have put new mortar in?
They are coming back to make this good, but they want to use sealant, is this a good replacement or should mortar be used?

any mortar which is loose is better replaced, it would have been better to rake it out and re-point under the window sealer is for down the side of the frames......ian

Thanks Ian,
what would the best course of action to take now? Try to mortar under the sills with the windows in place? ( not very effective ) or to fill with some other material? Silicon does not seem to be the best for this job, but does seem favourite with the fitters....

yes you can still re-point under the window,grind out the old mortar then use a small pointing trowel to fill it in,mix wants to be 3 sand 1 cement......ian
