How do you find out the flow rate...

...if you live in a 2nd floor flat with no garden tap and all the pipes have been capped at floor level because of building work?

You don't. Unless you want to connect a tap to one or two of the stopped ends.

you dont!

Turn water off and put an isolation valve a capped cold main in the flat, use a 'ballofix' slotted spherical valve. Then attach a piece of pipe and bend it down so it is pointing to the floor, then turn water on (with ballofix - off).
place a flow gauge under the downward facing pipe and turn ballofix on. the flow gauge will indicate the flowrate.

Never mind, two simpletons on one forum is not unusual ;)
 
Cut into the cold main and see how long it takes till the people in the ground floor flat to come a knockin:cool:
 
Probably makes sense to use 'full bore' valves instead of ball'o'fix type and make sure stoptap is fully open.
