Dishwasher fills with some water, doesn't drain, the knob/selector on panel goes through the cycle, but dishes are not washed, no new water comes in; that is, nothing is happening in the dishwasher expect the selector going through the cycle.

I would start with the no fill problem first, is your water just about at the heating element once it's done filling?
