1 rad not working, cold pipes

We have 1 cold radiator which has cold pipes, all other rads in the house are warm. Tried to bleed but its still cold. Can someone advise what we can do, we have TRV valves. We have read on here that we could try to take the top off to hit the pin? We cant get the top off the valve. It is a Westherm valve.
