The Boiler seems to work OK except that the water never really gets up to temperature. I've checked the W.G pressure to the main burner at 7" W.G which should give 51000btu. A check on the gas meter shows a flow of 3 minutes per Cu ft or 20 cu ft/hour. This, I think, equates to 20,000btu/hr Any Suggestions would be appreciated

Check the flow and return temperatures when the boiler is set at maximum and report back 
blocked injector
Difficult for me to measure the temperatures accurately but , from cold, the system takes about 2 hours to reach barely adequate water temp. With all the radiators on, the boiler never switches off. ( Boiler thermostat to max)
