Locating Pipes

Hi

I'm about to renovate a flat. Currently all plumbing is surface mounted and the floor is solid concrete.

Ideally I would like to channel it. Is there anything to stop me channelling into the wall and hiding the channels behind the skirting boards, therefore making for easy maintenance access?

or even the freeholder .....if they find out from the flat below/above/left/right

Can anyone suggest where I should run the pipes?

I have a solid concrete floor and don't want to run the pipes to all radiators visibly around the walls...
