Dado rail

I am in the middle of having my hallway redecorated and thinking of having a dado rail fitted.

The problem I have is what height should it be? The decorator says below windowsill height but I don't think that will look right as there will be a gap of about 3-4 inches between windowsill and dado.

Grateful for any ideas/opinions anyone.
