Is it o.k. to skim a surface with one-coat plaster? If so, what are the recommended methods of trowling and setting times etc. Also, where does the use of a wooden float come into the equation?

No it's too grainy. It is for use where the plaster coat is deeper (up to 2 inches).

You need to finish with multi finish plaster. As was said - one coat plaster is far too coarse for a paint finish. Wooden float? for rendering maybe
