noisy noise annoys when running water

Hello good people.
Can anyone tell me why it is that when we use a tap...or washing machine, etc etc, we get this horrible sound eminating from ....I think, the loft. It doesn't happen as soon as the water is running....but soon after and it doesn't do it all the time. I am thinking that we must have a water pump up in the loft that is making these nasty noises.

Can anyone shed any light...if it is a pump, will it need replacing? How much are they....could I do it myself?

The ballcock, really? So it is the header tank filling up then?
