lined sealing join showing

Old house, had ceiling lined and painted. there is one join visible along nearly a length of the paper and looks like the paper is a bit loose on edge. What is the best way to deal with it?

Sand down the area and apply new jointing compound to the skrim, then feather in to join boards. Apply the compound slightly proud, leave for 20 mins and GENTLY wetrub the joint down.

What is skrim and what jointing compound? Is it not better to stick the edge down and then repaint.

If its lining paper... yes just pull away gently where its lose, damp with a sponge, apply paste to ceiling and paper, leave a few min to let it go supple and gently smooth back. repaint... Tho can't guarrantee that join will dissappear.
