Redring Dualheat Model: DH 9U

I need some help please. No hot water, No radiators work. When heating is switched on you can hear the water moving through the system but no heat.

New PCB installed in Feb 05 when similar matter occured. Have old PCB and a fuse is clearly burned out on that one. Took the cover off (with power switched off) and no obvious shorting of the system.

Any advice would be welcomed. House is freezing!
