No its not cant really see a standard grade 3 copper cylinder lasing long with 3 bar pressure in it!!!

you sure it wasnt an old Albion unvented cylinder you saw? they look much like a standard green foam lagged cyclinder but they are an UV cylinder, they were also particually good too IMO.
Harrogate if the albion came with an external vessel then it very well could have been. But at a quick glance it looked just like a normal foam lagged cylinder.
Ive never seen anything like it,so could have been perfectly fine.

If it looked like a normal lagged cyclinder and you were unable to identify it then i hope you made the installtion safe by capping off the cold supply to it.

In South Africa they used a low pressure cylinder with a PRV on the cold mains inlet. A vent had to rise from the cylinder at least 8 foot outside and form a U bend at the top. You adjusted the PRV so the water stopped pouring out of the open vent when heated, and that was it. The cylinder was built to withstand about 1 bar if I recall correctly. No cold tanks involved.
