To hide copper pipes

Hi,

In my bedroom there are 4 central heating 8mm copper pipes that are currently nailed on top of the skirting board. I'm changing the skirting and trying to think of a better idea to lay them.

Basically, I can think of 2 ways to do this (see images).

Option 1. Is it safe to go like that? Also what cover should I use?

Option 2. Safer, to my opinion, however the skirting will be considerably thicker.

Any other ideas? Also do I need some kind of insulation between the carpet and the pipes in the second option?

What's the wall made of? You can often remove a strip of board or plaster:

Thanks, it'll be too much hassle removing the plaster, plus the pipes go along 2 walls so I dont think there will be enough pipe length to do that (around the corner, if you know what I mean). I'll just go for the second option.
