If it's a UPVC panel then just cut your hole out of it.
(Take the panel out of the door first)
If it's a glass panel then you'll need to have a new D/G unit made with the correct sized hole. There is usually a template that is supplied with the cat-flap which you'll need to give to your unit supplier.
