Sticking Wood Blocks to vinyl tiles

We have some old wood blocks that we are busy removing the bitumen from. The floor they are going down on has old vinyl tiles stuck down with something like latex or Evo Stick. Can we stick the blocks on to the tiles? What adhesive? If the vinyl tiles have to come up, whats the best way?

You probably can stick them down with something like Grip Fill or other proprietary brand construction adhesive. Whether they will remain there is another matter. Another way of solving the problem is to first stick down a plywood base, then use this as the sub floor to stick your blocks to.
 
Thanks for suggestions. Problem with adding plywood or hardboard base is the floor level gets even higher. Decided to bite the bullet and lift the vinyl tiles. Heat gun and extra long scraper worked a treat, if a bit messy.
