double glazing window vents drughty

hi i live in a council house and the council upgraded my windows to double glazing with window vents but they are the type of vent that cant be closed as the council say they are for health and safety to which i understand but the question i have is should a gale blow through the vents enough to blow the curtins and cause a draught in the room making the room quite cold until the heating is turned on higher hence costing me more
please help
