Fixing loose rubber beading

A few of the windows in the house have loose, saggy beading, I'm guessing it's shrunk slightly over the years, you can push it back in but doesn't stay there for long. What type of adhesive/silicone should be used to stick them back in?

The windows are ali framed/upvc and about 12 years old.

The rubber on the outside seems ok, I'm concerned that it could be a security risk, how will I know if it's the 'glued in' type?
