how to fix handrails to a retaining wall

I'm halfway through a major revamp of the garden and need to build a retaining wall (appx 3ft tall and 16ft long) upon which i would like to fix wooden railings/handrail/spindles etc and eventually either decking or a patio

i'm stuck as to how these should be fitted (i.e a base joist being drilled/bolted into the top of the wall) or whether i would need to incorporate posts or something else into the retaining wall before i build it.

the retaining wall is going to be made of a single layer of breeze block and faced off with a normal brick with some piers incorporated for steps.

any suggestions appreciated
