Insulating floor joists above cellar

Hi, my lounge gets much colder than other rooms in the house. I have been told that insulating the floor will help as it is above the cellar.

Will this help keep the room warm? As heat rises...?

I'm aware that I need to keep the floor joists ventilated, but surely its no different to insulating any other floor in the house?

I was thinking of putting mineral wool in there and screwing hardboard to the bottom of the joists to keep it all in. Do I need to worry about ventilation? If so I was thinking of putting 50mm polystyrene in , and then leaving a few gaps in places, but won't this just allow cold air to circulate under the floor boards? Alternatively I could just screw rigid boad insulation to the bottom of the joists.

Any help much appreciated.
