Concrete drying: a stupid question.

Sorry, this is probably going to sound really dense...

Concrete floor drying time I've seen quoted in several places as 1 inch per month - meaning that the 3 inches of concrete we have in our floor should take 3 months to dry.

Is that dry in terms of "water leaving the mixture" or dry as in "if it gets wet after going off, it'll take another 3 months to dry out"?

Floors been down 2 months, however despite managing to keep it protected for most of that time, due to a "small" amount of rain over the weekend has been stood 2 inches deep in water since Friday

If it has been submerged in water, it will be pretty well saturated, and you will have to start the drying time again after you have put a roof over it

the 'drying out' that you are referring to is the concrete hydrating or curing.

once this process has occurred, then the concrete will be impervious to water. it can be surface soaked and will dry out relatively quickly.

the concrete will need to be centuries old before it will ever have the same water content as when it was first mixed.

At the rate the build is progressing I doubt it's going to be too much of an issue either way, just want to make sure it's not too damp before the oak flooring goes down.
