lining over naff wallpaper!

Hi hope you can help. We have really naff wallpaper, embossed and vinylly! We want to make it look good for selling but in the easiest way poss. Can we line over it all (there is a lot and its an old house so we daren't take the paper off!) and then paint it a couple of times??
Also what is the best lining paper to use and the best type of emulsion? Thanks!!
