I want to paint my guttering. I have 2, 13 rung ladders that fit together, how many rungs, for 100% safety should I have overlapping ?

none, ladders are a means of access not a work platform

Tell that to the window cleaner! I think mine say 4 rungs.
Oh and Rod Hull was on the roof not a ladder. |
