Neff hob wiring

The electrician won't wire the Neff hob until installed. The installer says the hob needs wiring before installing.
The wiring diagram gives a range off options but does not specify which of the various connecting points should be used.
After months of waiting why should I worry about having something to cook on?

Would the electrician wire the hob end but not connect it to the supply untill installed?

The hob needs fixing in and is not easily accessible from underneath where the neff wiring box is.
