Soak away

Does anyone have any ideas for a soakaway that isn't allowing water to drain out. We have dug to 1.8m. The soil appears to be clay then a sand layer, but the water is just held within.

sureley it will need to be bigger? will the clay not just act as a "tank" and hold all the water?
