Soot Removal

How can we remove soot caused by fuel oil (Furnace or Diesel oil) burning in a thermal power plant? Is there a web site which explain in detail?

Is the soot loose, or is it clinging onto surfaces? Here we can get lots of cleaning agents, but any surfactant should do. Sodium hydroxide (careful!!!) or many detergents. You could use glycerene which should move it.
