Flushing cistern

I have just installed a pneumatic dual flush cistern with a quiet ballvalve. Only problem is the cistern is constinually filling up and water is running into the pan. (When I say fill up it never really gets a chance to as the water is runningout of the flush bend into the pan. Anyone any ideas why, or how to solve the problem?

check the water level ,most of the new cisterns have a built in overflow

other thing is the flush valve seating correctly
