whirlpool dishwasher incomplete rinse (partially dirty)

The best way to describe it is that it leaves bits on top of glasses / dishes. The original problem was the impeller was jammed. After removing a number of items from the impeller, that problem was fixed. A few weeks later we started to notice an incomplete rinse cycle - and small particles were drying to primarily the glasses on the upper shelf, but occasionally the plates below as well.

We have switched soaps - power then liquid, then a different powder.

If this has already been answered, sorry for being repetitive. thanks
