Minton tiled floor in porch

We have a Minton black & white tiled floor in an outside porch. Several of the small tiles are loose and one area that has been under a rubber mat for many years is badly scored.
What's best for fixing the loose tiles?
Any ideas as what I might be able to use to restored the marked ones, then protect the whole lot from the weather?

Tile adhesive, and then grout.

Don't know but it sounds like rubber matting is out.
