how can i repair a post and rail fence which has concrete posts and the wooden rail is rotten.

Detach the wooden rail from the fence and replace with new timber like for like.If you buy untreated timber then give it a coat of preservative first, especially any cut ends.

How can I get both ends of the rail into the slots in the concrete posts if the posts cannot move?Do I have to cut the rail in half and rejoin it afterwards somehow.

You could try soaking the timber overnight in water which will make it a little more pliable and then you may be able to bend it just enough in the middle in order to get both ends into the slots.It will be a two man job and will depend on the length of your timber as to how much bend you will get but be careful it doesn't snap.Let me know how you get on .

How about sliding the panels in from the top ( as they should be !!)
