Problem with sash & Case, Shutters and Stone cill

My flat was built in 1895. The building is sandstone.
The survey reported some minor signs of damp under the front bay-window, but also said the sash and case windows had not been well maintained, and my solicitor said the window could have caused the damp problem.

So I need to get this problem sorted. In addition, the window has shutters that don't close. I thought it was just that the hinges had been painted over, but taking a closer look I see that the internal window cill is made so that it overlaps the shutter, making it impossible to close the shutter.

I'm wondering if I need to call a joiner about the shutters, a sash and case renovator about the window and a damp proof specialist about the damp or if there is one professional who would be able to assess what to do about the whole thing

anyone got any ideas?
