Converting integral garage to living accomodation?

Some friends have aintegral garage that they want to convert into a room. Reasonably straightforward, but there are some questions.

The concrete floor is at the same level as the house floor, so this will need to be removed to allow insulation to be used under a new concrete screed.

But, the first 4 feet of the garage project beyond the house & these walls are solid 9". Would it be acceptable to dryline this part of the wall & use 100mm Kingspand bonded to the wall to achieve the required U-value? The remainder of the walls are insulation filled cavity.

The garage houses the electric & gas meters which they would like moving to outside. What sort of price will they pay to have the gas meter moved?

Will they need planning approval as well as building regulation approval?

removal of the floor is highly likely, unless you can beef up insulation elsewhere, in order to supplement the shortfall.

you may be able to achieve the required u value with insulated plasterboard.
