Citronella Tea Lights - indoors/outdoors

Anyone know if these 'Citronella Tea Lights' can be used both outdoors and indoors to keep the flies at bay.

The Label/Tag do not give any instructions as not to use these indoors.

yes they can, but if you have lots of flies indoors make sure that bloke sitting in the corner is not dead
 
The reason I ask, my wife who asks the question as the mozzies like her at night getting bitten.

She has these candle smelly things around the house, thought of using these 'Citronella Tea Lights' in place of the standard candles under the smelly things to help keep the mozzies away.

So would they be safe in the house, more so in the bedrooms or landing

any naked flame indoors in dangerous.
