Should the company fitting them for me apply for permission on my behalf? Will this cost me extra?

I doubt it, most just want to fit the windows & be gone ASAP but a decent company will/should advise you. They may take on getting permission for you but will almost certainly charge extra & the council will undoubtedly charge a fee for giving it to you. Whatever you do don’t go ahead without permission & make sure the company is FENSA registered. You may also be restricted as to what type of windows you can instal.
