paint on chimney breast peels off - what does it mean?

The paint on plasterboard chimney breast felt a bit damp so I picked the paint a bit, a huge amount came off in a oner and it feel slightly rubbery, the walls were skimmed by previous owner and a total magnolia decorating session went on. Why would pant be flexible and peel away in bit pieces? is it a sign of something nasty like damp etc.

i am assuming the chimnie is not in use!!!

i am also assuming there is no through ventilation!!!

you need an open fireplace or vent at the bottom and a open coverd pot or vent at the top!!!
 
No the fire/chimney isn't in use. I'm confused by the chimney breast being plasterboard, it doesn't seem like a safe set up but the tiled fire place looks like 1950's style.
Answering your qu. Big All - there is ventilation i.e down the chimney (is that what you mean by ventilation?) - we receive all weather lol! rain & wind etc. and some soot with each gust too.
The plaster under the paint doesn't feel damp like the paint does. We'd thought about maybe putting a wood burner/stove in at some point - would the heat from that get rid of any damp issues in the wall or am I being ignorant?
Any ideas?
