I have just raised a floor for the garage thats getting converted into a room ,hardcore ,screed and then the self levelling compound which went off to quick as I was laying it......and its a bit of a mess  .....is there a type of industrial sander/polisher I can hire to smooth it out

yes , but its a horrible job  ask at your local hire center they will have one.(floor grinder) , can you not remove any of the self leveling and relay it again, this would be easier, as a floor grinder may be a bit overkill for your problem .

That self levelling compound cant be that thick? should come up pretty easily I would say, much easier doing that I think.
