was looking at having a narrow extension on the side of the house for storage and a downstairs loo, but the finished width is likely to be between 28 and 29 inches which is about 3 inches narrower than our upstairs toilet
 
29" is still ok (just about) to accommodate a loo.

it is another thing as to where you locate the wash basin or a radiator.

is it right that you can fit a very small wash basin with just a cold tap?

yup.

and, if you fit a multi-quick or pan connector to the loo that has a 1,1/4" spigot, you could run the basin waste into that.

a cold space tends not to get visited much in the wintertime and can deny or starve warmer areas of heat. you can create unwanted air movement.
