Removing border stuck over liner paper

I've read a couple of threads on this so I'm not holding out for miracles!

I live in a flat where my now bedroom used to be the living room. It has paint over liner paper with an awful gold/terracota border (self adhesive!) and I'd like to get the border off with the liner paper as intact as possible as the plaster underneath is rubbish. Any recommendations as to if/how this can be removed so I can just re-paint over the existing liner paper please?

I'm going to assume that the border is at the top, as you don't say where it is.

Cut under the border/ strip it to the plaster and re - line and paint.

Or..

Pull the border off and try to strip the lining, down to the next join by soaking it with soapy water and re - line the top piece.

Neither of these remedies will work that good if you don't know what grade of lining was used, because you will be left with a raised line, in which case you could shamfer some filler over it with a large bladed filling knife.

Or... If you're not that fussy, cut under the border, strip it off to the cut, wash and fill the wall and ridge where you've cut it and emulsion same.

Or ... Paint the lot.

Or... strip the lot and start again.

Or... get a deccy in.

Or... move again.

The border is actually all around the middle of the room, with a very old magnolia pain above and terracotta below.

I have a steamer which i used for other room but that'll take liner paper off and I'm investigating hassle free ways as I just want to cheer room up a bit rather than full on redec.

Anyone else have any ideas on how/if I can get rid of this without ripping/damaging liner paper too much?
